South Africa’s finance minister is on a roll: tweeting pictures of a marijuana plant on his farm, sharing academic papers about the plant’s benefits, and posting a video of the late reggae star Peter Tosh singing Legalize It.

Tito Mboweni, 60, has also put himself at the forefront of calls for the cannabis industry to be legalised to plug a vast hole in the country’s tax receipts.

Power shortages have constrained growth, and the treasury is faced with a revenue shortfall equivalent to £2.73 billion. Mr Mboweni will outline plans to help the struggling economy in a budget speech this month.
