ALBANY, N.Y. (WPIX) — The last bill that may possibly legalize marijuana in the state of New York was introduced in the state legislature Saturday, State Sen. Liz Krueger announce.

The bill reflects an arrangement to legalizetax and regulate adult-use cannabis. It’s an updated version of this Marijuana Regulation and Taxation Act. You can read the conclusion of the bill — expected to be voted on next week — here.

“I’m rather proud that we finally have a three-way agreed bill to legalize adult-use cannabis in a manner that foregrounds racial justice, even while balancing safety with economic growth, encouraging new modest businesses, and significantly decreasing the illegal marketplace,” said Sen. Krueger. “My goal in carrying this legislation has always been to terminate the racially disparate enforcement of marijuana prohibition which has taken such a toll on communities of color across our nation, and to use the financial windfall of legalization to help cure and fix those very exact communities. I think we’ve achieved that in this bill, as well as addressing the issues and input of stakeholders across the board.”

The new law would also enable limited home grow of”three mature and three immature crops per adult for both medical patients and in the mature use application, with no more than six mature and six immature plants per family.”

The bill has been fronted by Sen. Krueger and Assembly Majority Leader Crystal Peoples-Stokes, as well as countless advocates for legalization.

“I’m thrilled to announce there is three arrangement to maneuver the Marijuana Regulation and Taxation Act. The last bill provides long anticipated marijuana justice for New Yorkers, and makes important measures and investments to begin to deal with the generational devastation brought on by marijuana prohibition and mass incarceration,” said Majority Leader Peoples-Stokes. “Cannabis legalization from New York will be centered on equity, investment to communities, economic opportunities for disenfranchised people, research, instruction, and public safety.”

There will be many provisions from the bill to fix the discriminatory impact the decade-long war on drugs has been on communities of color, as stated by Sen. Krueger.

Three of those members would be appointed by Gov. Cuomo, one per year by the assembly and state senate. Cuomo would also employ an executive director to the workplace.

There would also be a Cannabis Advisory board. The board will approve grants as well as create policy recommendations.

The legalization of recreational use also expects to expand medical applications and individual access to marijuana. The earnings tax on cannabis will probably be 9%, whereas an extra 4% will be taxed to the county and municipalities. Municipalities are permitted to opt out of retail sales at the local level.

The legislation also provides financing for training medication recognition officers and expands people safety protections, including the development of roadside testing technologies.

New York could become the 16th state in the union to legalize recreational marijuana. New Jersey voted to legalize through the November election.
