Density also comes with competitive real-estate demands, something that has been cited as a barrier to entry in an industry where permit holders, such as those in New Jersey, have been required to hold onto countless property before being approved to go for a permit — a necessity that could result in large corporations dominating the market.
Serrano hopes New York does something to address the dynamic.
“If the condition requires real-estate control before licensing, this will produce a major barrier. We’re trusting New York carries a page out of Illinois with this one, and urges the nation to not include real estate for a necessity for its micro applications,” he said. “Another major obstacle for applicants is required proof of capital. This is another place where the state can support, by simply not including proof of capital as a pre-licensing requirement.”
